Introduction to the Ottawa-Carleton District School Board Encouraging Facility Partnerships Policy — Public Meeting on June 29, 2010

In accordance with the Ministry of Education Guidelines, the Ottawa-Carleton District School Board has recently passed an Encouraging Facility Partnerships Policy.
 
This policy establishes ways in which the OCDSB will work with our community partners to optimize the use of our facilities.  A copy of the policy, P.131.FAC, is available (PDF).
 
To introduce partners and public at large to this policy and inform you of the manner in which future opportunities will be communicated, a public meeting will be held on June 29, 2010 at 5:30 pm in room 121 at the Confederation Education Centre, 1645 Woodroffe Avenue, Nepean.

Review of Draft Policy on Environmental Education – We want to hear from you!

As outlined in Acting Today, Shaping Tomorrow: A Policy Framework for Environmental Education in Ontario Schools, the Ministry of Education has provided district school boards across the province with a policy framework for the development of a shared vision, a common vocabulary, a commitment to student leadership and a reliance on the sharing of practices and resources related to environmental education.

The policy framework sets three goals, organized around the themes of:

• teaching and learning
• student engagement and community connections
• environmental leadership

as the basis for each district’s development of a policy on environmental education.

The Ottawa-Carleton District School Board is seeking input from a broad range of stakeholders with respect to its proposed draft policy, as well as specific directives, prior to the finalization of the policy.

Please take this opportunity to provide your input on each goal and theme presented in the draft policy.

All stakeholders are encouraged to complete this survey by no later than May 18th, 2010.

New Facilities Partnership Policy - Opportunity for Input - May 12, 2010

The Ministry of Education introduced a Facility Partnerships Guideline on February 11, 2010 . The intent of the Guideline is to encourage school boards to work with community partners to maximize the use of public space and to encourage cooperation to mutually benefit students, schools and the community at large. As a result, the OCDSB has drafted a Facility Partnership Policy which will be discussed at the May 12, 2010 Business Services Committee.  Anyone with an interest is invited to review the report and draft policy . Schools for the Future Article

In 2009, senior staff began a series of discussions about the resources and policy parameters of the school district and how they might be better aligned to best meet the needs of the students in the 21st century. As a result of these discussions, an article was developed entitled “Schools for the Future – OCDSB Planning for the 21st Century Learner”.
 
The purpose of the article was to create an opportunity to think about future directions in the context of some of the issues scheduled for consideration by the Board. At the heart of the article was the recognition that school districts face an infinite demand for services and have a limited supply of resources, and the article tried to put some parameters on the district’s programs and services and to create a vision of the schools for the future. Review of Future Boundaries, Program Offerings and Grade Structures in Stittsville and Area Schools

On June 12, 2009, the Ministry of Education approved the Ottawa-Carleton District School Board's request for funding to build a new elementary school in Stittsville to help alleviate current overcrowding at Stittsville area schools and serve future growth. The new Stittsville elementary school is scheduled to open September 2011 and will have a student capacity of approximately 600. Consultation on Specialized Classes

Members of our community should note that staff will be consulting on the following:

arrow The closure of one developmental disability class due to a large number of vacancies
arrow The move of an autism class from Mary Honeywell Elementary School to Longfields Davidson Heights Secondary School for age appropriate integration and
arrow The change in the delivery of American Sign Language at Glebe Collegiate Institute and Vincent Massey Public School
arrow The closure of one elementary English gifted class and opening of 1 elementary French Immersion gifted class. The current number of placements for English gifted exceeds the demand at the elementary level. The current demand for placements for French Immersion gifted continues, and changing the class to French Immersion would relieve the pressure.

Survey for Barrhaven Community re Changes to School Start Times

The Ottawa Student Transportation Authority OSTA) is conducting an online survey to gather information from Barrhaven parents concerning changes to school start times and transportation efficiencies. Designated Schools/Student Transfers Policy Review

At a Special Meeting of the Board on 5 January 2010, the Ottawa-Carleton District School Board adopted a new cross boundary transfer policy.  This policy comes after months of policy review, public consultation, and committee deliberation.

The new policy moves away from a first come, first served approach to student transfers and towards a criteria based approval process for elementary and secondary student transfer applications.  The applications require the approval of the principal at the receiving school, after consultation with the principal of the sending school.  The receiving principal may request evidence and reasoning in support of the transfer application. All interested stakeholders are invited to submit their input by June 12, 2009 on the above-noted policy and related procedures concerning Administering Medication to Students, Severe, Life-threatening Allergies, Safe and Healthy Schools for Anaphylactic Students, and Diabetes Management in Schools.

Public Consultation Meetings on Bus Transportation and School Time Changes

The Ottawa Student Transportation Authority (OSTA) will be holding public consultation meetings on proposed transportation efficiency opportunities and school time changes for the 2009–2010 school year.

Parental input is requested. A complete list of meetings in the various communities is available from the Ottawa Student Transportation Authority website.

French Immersion Program Consultations

Early in 2007 we initiated a review of French as a Second Language (FSL) programs, both at the elementary and secondary levels.

Review of Secondary Gifted Centres Underway – Study will also examine the feasibility of additional Advanced Placement opportunities

This fall we are studying our secondary gifted program offerings in light of declining student enrollment (a situation faced by many school districts across Ontario as a result of our declining birth rate) to ensure program locations are both viable and sustainable for students.

New 2009 Education Development Charges By-law Study

The Education Act provides a school board with the ability to implement an Education Development Charges By-law if there is residential development in the area of jurisdiction of the board that would increase education land costs. As per the legislation, education development charges (EDCs) may be levied against land undergoing residential and/or non-residential development.
