Safe Schools and School District School Code of Conduct Policy Review

In November 2019, the Board approved a consultation plan to address the Safe Schools and School District Code of Conduct Policies. In response and using a human rights lens, the District has been investigating the whole suite of safe schools with a goal of enhanced clarity and streamlining, and realistic, fair representation of our diverse community and its lived experience with safe schools at the OCDSB. 

The first round of consultations ended in March 2020. Staff determined the best course of action was to split the current Safe Schools Policy into two separate policies (i.e. Managing Student Behaviour and Emergency Preparedness and Response). In addition, staff recommended major revisions to the current School District Code of Conduct which would incorporate three standalone safe schools policies. A total of six safe schools related policies were amalgamated into the two Safe Schools policies and the School District Code of Conduct.

In the Spring of 2021, the initial drafts of the three policies were posted online and shared with participants of phase one, including school administrators, Trustees, and advisory committee members. During the next phase of policy revisions, staff incorporated the current standalone Policy P 043 SCO - Police Involvement in Schools into the revised safe schools policies, an appropriate recommendation that upholds the spirit of the Board’s decision made on 24 June 2021 to end the OPS School Resource Officer program. The proposed revisions prohibit police intervention in student discipline unless required by the Provincial Model for a Local Police/School Board Protocol. The OCDSB is currently revising Procedure PR 533 SCO - Police Involvement In Schools, to align with the draft policy changes. The revised procedure will have an emphasis on the respect of student’s rights when police must be involved in a school.
