PUBLIC MOTIONS

Approval of 2018-2019 School Year Calendar

Trustees provided approval to submit the 2018-2019 school year calendars to the Ministry of Education for approval. Calendar is considered draft until such time as Ministry approval is received in May 2018.

Osgoode Area Programs and Boundaries

The Board approved the implementation of a new Early French Immersion program at Metcalfe Public School, effective September 2018, beginning with Year 1 (JK) and phasing in one grade per year thereafter. Early French Immersion attendance boundaries for area schools were approved according to Appendix E of Report No. 18-021 (with the clarification of the implementation time of the redirect comment in the Legend).

Siblings of kindergarten to grade 7 Early French Immersion students currently attending Castor Valley Elementary School (2017-2018) and residing within the new Metcalfe Public School Early French Immersion program boundary area, born in 2017 or earlier, will be permitted a one-time option to attend Castor Valley Elementary School for the Early French Immersion program.

The board also approved revised Middle French Immersion attendance boundaries for Kars on the Rideau Public School and Metcalfe Public School effective September 2018. (Appendix F of Report No. 18-021).

Middle French Immersion students currently attending Kars on the Rideau Public School (2017-2018) and impacted by the revised attendance boundaries above will be given a one-time option to remain at that school for the Middle French Immersion program. This provision is extended to the impacted students’ siblings born in 2017 or earlier.

Trustee Determination and Distribution 2018-2022

On October 24, 2017 the Board approved changes to the electoral zone boundaries for zones 7 and 11, such that Zone 7 be comprised of municipal wards 20 (Osgoode) and 22 (Gloucester-South Nepean) and Zone 11 be comprised of municipal wards 16 (River) and 10 (Gloucester-Southgate).

In an election year, under the Education Act, Regulation 412/00, the Municipal Property Assessment Corporation must forward the population of electoral groupings report (PEG) to school boards by February 15th. School Boards must then complete the determination and distribution of members of the board (Section 9). Trustees approved the 2018-2022 Trustee Determination and Distributionwhich reflects the changes to these electoral zones, and directed staff to forward the report to the Minister of Education, the City clerk, city of Ottawa and the school boards within the jurisdiction of the OCDSB.

Code of Conduct

Upon review of the facts as documented in the investigator’s final report dated January 23, 2018 regarding a Code of Conduct complaint filed by Trustee Braunovan in relation to Trustee Blackburn, the Board finds that Trustee Blackburn has breached sections 3.18, 3.19, 3.20 and 3.21 of the Code of Conduct, Policy P.073.GOV. The Board formally censures Trustee Blackburn for failing to comply with the expectations for civil behaviour as established in the Code of Conduct.
