Merivale High School Family of Schools

The Merivale High School family included the following schools: Merivale High School; Sir Winston Churchill Public School; Carleton Heights Public School; Century Public School; and Meadowlands Public School.

The following is a summary of the final decisions made by the Board at its meeting of 1 March 2017. You can read the detailed list of changes on our website. These changes will come into effect September 2017:

  • Century Public School will close and its students will attend Carleton Heights Public School for JK to Grade 6;
  • Merivale High School will become a grade 7–12 school and application will be made to introduce an International Baccalaureate (IB) program at the school for students in the west end of the District;
  • Sir Winston Churchill Public School will become a JK to Grade 6 school and its grade 7 and 8 students will attend to Merivale High School for grades 7-12;
  • Carleton Heights Public School will become a JK to Grade 6 school and its grade 7 and 8 students will attend Merivale High School for grades 7-12;
  • Meadowlands Public School will continue to be a JK to Grade 6 English with Core French and Early French Immersion program school;
  • the Century Public School Language Learning Disabilities (LLD) class will be relocated to Carleton Heights Public School, and the Sir Winston Churchill Public School Dual Support Program (DSP) class will be relocated to D. Roy Kennedy Public School;
  • the Carleton Heights Public School Developmental Disabilities Program (DDP) class will remain at the school until such time as current students transition to a secondary program; and
  • a portion of the Brookfield High School (the Carleton Heights area) and Glebe Collegiate Institute (the Green Valley Crescent area) attendance boundaries will be redirected to Merivale High School.

A Summary of What We Heard Through Consultation

 

  • To leave Century PS open;
  • To consolidate the ENG program within the family of schools;
  • That if Century PS was closed, students needed to remain together as a cohort within a walkable community school boundary; i.e., Sir Winston Churchill PS;
  • To close Carleton Heights PS and have its students attend Century PS;
  • To make Sir Winston Churchill PS an ENG with Core French school and have Carleton Heights PS and Century PS house EFI programs;
  • There are concerns about the number of transitions for students in the Developmental Disabilities Program (DDP) system class at Carleton Heights PS;
  • Concerns about the implementation readiness and management of adding grades 7 and 8 to the grades 9-12 environment at Merivale HS;
  • Widespread support of the introduction of a second IB program at Merivale HS; and
  • Questions about the implementation of the second IB program at Merivale HS.

 

This feedback led us to consider other options which are detailed in the full report.

Merivale High School Family — Staff Final Recommendations

 

  • Merivale High School would become a grade 7 to 12 school effective September 2017.
  • The Sir Winston Churchill Public School grades 7 and 8 English program with Core French and Early French Immersion programs would be redirected to Merivale High School effective September 2017.
  • The Sir Winston Churchill Public School Dual Support Program (DSP) class would be relocated to D. Roy Kennedy Public School effective September 2017.
  • The Carleton Heights PS Grade 7 and 8 English Program with Core French and Middle French Immersion programs would be redirected to Merivale High School effective September 2017.
  • The Carleton Heights Public School Developmental Disabilities (DD) program classes serving junior and intermediate division students would remain at Carleton Heights Public School until such time as the students are ready to attend a secondary school program.
  • A new International Baccalaureate (IB) program would be introduced at Merivale High School and the program would be phased in to the school beginning with grade 9 students upon the approval of program certification.
  • Century Public School would be closed effective September 2017 and its JK to grade 6 English Program with Core French redirected to Carleton Heights Public School.
  • The Century Public School Language Learning Disabilities (LLD) program class would be relocated to Carleton Heights Public School effective September 2017.
  • The portion of Brookfield High School’s grade 9 to 12 attendance area bounded by Baseline Road to the north, Fisher Avenue to the west, and the Rideau River to the south and east, would be redirected to Merivale High School effective September 2017, and students residing in this boundary area who are currently enrolled at Brookfield High School would be permitted to remain at that school.
  • The portion of Glebe Collegiate Institute’s Grade 9 to 12 attendance area which is contained within the existing Carleton Heights Public School grade 7–8 English Program with Core French boundary (the Green Valley Crescent area) would be redirected to Merivale High School effective September 2017, and students residing in this boundary area who are currently enrolled at Glebe Collegiate Institute would be permitted to remain at that school.

The Merivale Family of Schools includes Merivale High School, Sir Winston Churchill Public School, Carleton Heights Public School, Century Public School, Meadowlands Public School.

There are 3313 pupil spaces in this area and total enrolment is 2,051 or 62%. There are considerable differences in the utilization rates of schools, but several of them are well below optimal use. The availability of space and the location of Merivale High School were two factors which were critical to the recommendation that Merivale become a 7–12 school and a candidate for the second International Baccalaureate Program site in the western area of the District. Currently there are 1,297 projected excess pupil spaces in the Merivale family of schools. The proposed plan of action will bring the overall factor from 61% to 69% (a reduction of 413 surplus spaces). It consolidates programs to provide better resource alignment to support student learning and provides a better balance of program offerings within a geographic area.

Proposed Plan for Change

  1. Merivale High School would become a grade 7–12 school;
  2. grade 7 & 8 students from Sir Winston Churchill and Carleton Heights Public School would attend Merivale High School;
  3. Merivale High School would offer anInternational Baccalaureate Program (subject to certification);
  4. Century Public School would close;
  5. Sir Winston Churchill Public School would become a single track gradeJK–6 EFI centre
  6. Carleton Heights Public School would become a dual track grade JK–6 English and MFI site;
  7. Meadowlands would remain a JK–6 dual track English and EFI site ; and
  8. Students from Century Public School would be directed to either Meadowlands PS or Carleton Heights for grades JK–6, dependent on program choice and home location.
