Strategic Plan 2023-2027
At the Ottawa-Carleton District School Board (OCDSB), we are dedicated to creating schools that are welcoming and supportive for all students. We want every student to feel like they belong, and to have the opportunity to learn, grow, and explore. Our mission goes beyond teaching facts—we aim to help students develop the character, skills and qualities that will set them up for success in life. We are committed to providing safe, respectful, and inclusive learning environments where everyone feels valued.
Our Strategic Plan reflects the values that are most important to us and helps guide the decisions we make. The OCDSB’s Strategic Plan is set for a four-year period. Our 2023-2027 Strategic Plan is based on four key values that were developed through extensive input from the OCDSB community. These four values are:
- Equity, Inclusion, and Accessibility;
- Community Building;
- Responsible Resource Use; and
- Leadership Development.
These values lay a foundation that supports the District’s mission:
Our Mission: To build a learning community that provides students with equitable opportunities to reach their potential and develop into respectful, creative, and knowledgeable community members who contribute to society.
For the 2023-2027 Strategic Plan, we’ve focused on three main strategic priorities based on the values and priorities from the 2019-2023 Strategic Plan, as well as extensive and significant feedback from the community. These three strategic priorities will guide our work over the next four years.

Key Strategic Priorities
The key strategic priorities identified are: Learning; Well-Being; and Social Responsibility. These three priorities reflect the requests we heard to put learning at the forefront of the Strategic Plan; to support student and staff wellness, especially as we address needs that emerged during the pandemic; and to acknowledge our collective responsibilities to society and the environment. Within each area, careful consideration was given to focusing on a few desired outcomes to move the District forward.

- Enhanced safety to support the cultural, emotional, and physical Well-Being of all students and staff

- Continued progress toward reconciliation with Indigenous peoples
- Strengthened student voice and leadership through fair and ethical decision-making
- Improved environmental sustainability
