New Half Moon Bay Elementary School Study

New Half Moon Bay Elementary School #2 Capital Project Update

Since the July 2020 capital funding announcement for a new elementary school in the community of Half Moon Bay, the Ottawa-Carleton District School Board (OCDSB) has been working diligently with our architects, partners at the City of Ottawa and Ontario Ministry of Education to secure all of the necessary approvals in order to proceed with this project.

In June 2021, the Board approved the Attendance Boundary, Grade and Program Offering for the new school that at the time was tentatively scheduled to open for September 2022.

The ongoing Covid-19 pandemic has had an impact on this scheduling, and it is now confirmed that the school will not meet this timeline.

Given current construction timelines, and limitations of the supply chain of critical construction materials, the new elementary school is now scheduled to open  the new elementary school is scheduled to open in January 2024.

In the interim, area students who were directed to the new school by means of the boundary study (see link below) will be accommodated at D.A. Moodie Intermediate School from September 2023 until January of 2024 when the school will open in the  Half Moon Bay community.

Final Decisions – June 22, 2021

Following review and consideration of the input received from the online public consultation held April 28 – May 11, 2021, staff brought forward to Board at its online meeting on June 22, 2021, Report No. 21-051 - New Half Moon Bay Elementary School – Grade, Program Offering and Attendance Boundary, for final decisions.

  2. THAT, a revised attendance boundary for Half Moon Bay Public School be approved as per Appendix C of Report No. 21-051.

In July 2020, the Ottawa-Carleton District School Board received confirmation of capital funding from the Ministry of Education for the construction of a 674 pupil place school to serve elementary students in the Half Moon Bay area.

A meeting of the Committee of the Whole took place on December 8, 2020, in order to seek Board approval of a timeline and consultation process to determine the program, attendance boundary, and opening grade structure for the new Half Moon Bay elementary school.  Final Board Approval of the consultation process occurred on December 15, 2020.

The school is tentatively scheduled to be completed in time to receive students in September 2022, however, this date may be impacted due to limitations of the current Covid-19 Pandemic.  The school will be located at the southwest intersection of River Mist Road and Kilbirnie Drive, within the southern portion of the Half Moon Bay Community.  The school site purchased in 2018, is seven (7) acres in size.  Site planning and building design work for the new school is now underway with an anticipated start to construction beginning in 2021.

The  consultation process began in January 2021 with the formation of a local working group. The group convened over the winter months prior to this Public Consultation taking place April 28 to May 11, 2021. 

Your input is important and welcome throughout the consultation process.  Parents/guardians and all other members of the public were invited to fill out the Public Consultation Survey to provide feedback on proposed option(s) that are being presented.

Staff recommendations are anticipated to be brought forward for approval to the Committee of the Whole and Board in June 2021.

The Half Moon Bay Elementary School Study Public Consultation Period and Online Survey are now closed.

A Staff Recommendation Report is being prepared with consideration of the feedback from the consultation and will be presented to the Committee of the Whole at its meeting being held on June 8, 2021.

Public Consultation Survey (April 28, 2021 to May 11, 2021)

The OCDSB is seeking feedback from parents/guardians, staff, and community partners on plans for the opening of a New Half Moon Bay Elementary School, to be located at the south/west corner of Kilbirnie Drive and River Mist Road, with a tentative opening date of September 2022, pending approvals and construction timelines.

Over the last few months, the New Half Moon Bay Elementary School Advisory Committee met to consider options for the proposed grade structure, program offering and attendance boundary for the new school. The Committee has endorsed two options for presentation for community consideration, which are (in brief): 

  • Option A: Both Half Moon Bay Public School and the New Half Moon Bay Elementary School would offer grades JK-6, English with Core French and Early French Immersion programs; 
  • Option A1: Same as Option A, except that both Half Moon Bay Public School and New Half Moon Bay Elementary School would also include an Intermediate (i.e., grade 7-8) program, meaning that they would offer a JK-8 English with Core French and Early French Immersion programs;
  • For both proposed options: Half Moon Bay Public School attendance boundary would be generally divided along Cambrian Road east/west of Greenbank Road. A new subdivision (south side of Cambrian Road) that is located west of the future re-aligned Greenbank Road, would be directed to Half Moon Bay Public School.
